North Fork Mountain antenna and tower

Just a quick question to readers that might know the answer. Does anyone know what the radio tower atop North Fork Mt is for (the one at the midpoint at the end of FS79)? I've checked all the FCC databases I can find and it isn't listed and it's also not listed as a Ham repeater either. There are no markings on it at all. Kinda mysterious.
Even more mysterious is the structure a bit further south. If you follow the NFM trail south from the radio tower it follows a road/pipeline for a ways before cutting off into the woods. If you keep following the pipeline a very short distance you will come upon a structure that looks like a huge metal billboard. The superstructure is all metal and pretty heavy duty. There doesn't appear to be any power to it at all. It faces generally towards the communications tower on Green Knob (which is for emergency services) but maybe not directly. I did find it listed in an FAA database of aviation obstacles but no info on what it was.
Anybody know something about these?
